King Square Block Plan

On January 26 Council agenda there is a staff report  recommending i) approval of a zoning bylaw amendment for a commercial building which will be part of the King Square Block Plan and ii) endorsement of the Comprehensive Development Plan (CDP) of which one of the buildings is the aforementioned commercial building.  To see report and all appendices see Council agenda and scroll to 12.1

The easy part of the report is the one reviewing the ZBA as council is frequently reviewing zoning bylaws and amendments are frequently requested. The difficult part of the report is endorsing the CDP; not because I disagree with it but because it’s complex and I have not participated in such before. The boundaries of the CPD: between King Rd & Dew Street  and between William St to the west and King Blvd to east.

  • I do have concerns about the ZBA application. Given the uses for the commercial building (ground floor for veterinary services and other five floors for offices) our parking by law says there should be 96 spaces; the application provides 41 and says that the gap may be provided on other lots. I don’t believe it is appropriate to approve this without considerable evidence that such will occur.  As it is intended that low density housing will continue to be north of the CDP I can envision that those streets will end up being used to make up for the inadequate parking for the commercial building.
  •  I am also concerned about stormwater conveyance.  From the report I understand that this is not a problem for the commercial building but it is not confirmed about stormwater conveyance for the rest of the CDP which is intended for residential. I want to understand if there is some interdependency which at this point we are not taking into account.

I am satisfied with the CDP.  Having said that I don’t know how it is ultimately executed over the 10 years. I will certainly be asking for some help to understand better when we’re at council on Monday..

    Parking is always a problem. I totally disagree with discounting the suggested amount of parking. Over in Nobleton where I go to Nobleton Physio, there is too little parking available. This is in a plaza with a dentist and the RBC Bank at Norman .ave and Hwy 27. I noticed that the poor homeowner on Norman Ave adjacent to this plaza has put up various markers or pylons to prevent people from parking in front of his house. There are often people parking on the Norman Ave. and going to these shops.
