On November 10 Council agenda there is a staff report about the recycling service for Industrial Commercial Institutional (ICI). The recommendation to not implement a municipally administered system for recycle has been made after cost analysis of options which showed that there are privately sourced services less expensive than the municipality could provide.
This particular issue is one of many related to the transition of recycling collection from municipalities to an organization known as Circular Materials Ontario. This transition is effective in January 1, 2026. It is occurring under Ontario Regulation 391/21 in the Resource Recovery and Circular Economy Act, 2016; specifically the Province is transitioning all municipal curbside recycling programs to a system fully provided through extended producer responsibility, being delivered by Circular Materials Ontario (CMO). The recycling collection provided by CMO is only for residential per the legislation.
(Another issue related to this transition is addressed in the motion put forward by Councillor Eek which is also on the Council agenda; specifically it addresses the issue of the size of the receptacles being delivered to residential users for their recycled materials to be picked up by CMO).
