On February 8 Council agenda there is a report recommending rates for water and wastewater in 2021. If approved the average water bill increases $28.48, (4%), the average wastewater increases $21.06 (2.08%); on an annual basis the blended rate is up $49.54 (2.87%) over 2020. These rates are proposed as a means of continuing to improve our reserves for water and wastewater; we continue to be in a deficit position . In the presentation by Watson in December there was a review of the legislative requirements to not be in a deficit position; hence we need to continue to reduce it. I think the proposal by Staff to offer the option of spreading out payment over a 3 month period with no interest is a creative way to address the fianancial pressures on households and businesses due to pandemic. Similarly the offer to reduce penalty for late payment to 5% from 10% is a good option. As indicated in the report property owners must make formal requestw prior to the next payment date.
