On May 15 Council agenda there is a report summarizing results (successes and challenges) of the winter maintenance programs. The weather statistics certainly “explain” some of the challenges experienced; there was a lot of rain. The report also provides high level financial cost to address the two major complaints: sand left on the urban roads and no windrow clearance except for those eligible seniors who applied for it. My response to the two possible service enhancements is below. I am pleased that we are assessing alternatives. But I think this report is remarkable in that it describes how Staff seek to provide good service throughout a very erratic winter season.
Although I understand the complaint about sand I am not supportive of switching to salt in the 3 villages for winter maintenance. The possible increase of $389,000 is too much; I believe that is about 3/4 of a point property tax when spread across the whole township. But even more concerning is the environmental impact i.e. the addition of the salt to the storm water discharge.
Windrow clearance is a big pricey idea: $3million. We cannot afford that. But I would like to see an assessment of the quality of our current windrow clearance program for eligible seniors. e.g. Is it providing the value we think is being delivered? I have received occassional complaints that the windrows are not cleared soon enough given medical appointment times. e.g. should there be another criteria for offering the service; what about household with disabled persons who are not seniors?
