On September 25 Council agenda there is a report recommending the extension of lapsing provisions for the 7 developers involved with the King City East developments. The concept of lapsing provisions and the details for each of the 7 are covered in the report. In general the concept is that once a developer gets draft plan approval its anticipated that they are going to start building the houses or whatever and if they don’t within 3 years they need to ask for extension,explain rationale for not having done so and identify the plan for getting started. I don’t have any objection to the requested extensions but its an opportunity to comment that this illustrates well how the proposal by the Province to build 1.5 million homes quickly by opening up the Greenbelt was doomed to fail. The KC East developments are in lands zoned for development and here are approved plans for servicing and it is now 4 years since receiving draft approvals but they have still not started.
