Transportation Master Plan

On December 8 Council agenda there is a staff report on the Transportation Master Plan. It is comprehensive including Active Transportation, road improvements including networks, public transit and  gravel road conversions..  For each there are capital cost estimate and  recommended timing through 2051.  Overall I am ready to endorse the TMP but do have questions about the proposal to extend 15th SDRD to Jane with a 2 lane road and several questions about some of the specific projects in terms of timing. Note:  there will be a presentation at the beginning of this agenda item.

One issue of great interest has been the ever increasing traffic volume through King City.  The 2025 TMP identifies alternative  5  (Attachment A table 20 126/175) as best network after data collection & analysis and very importantly consideration of community interests and feedback from residents.  In Appendix A (beginning 103/175) the five different scenarios and the analysis of such are included.  As reviewed, alternative 5 evolved as the 3 public information sessions were held and feedback and question were  received to proposals. I am very pleased to see the amount of attention paid to active transportation. As noted in Staff report “priorities for road and active transportation projects to support growth to 2051. Improvements will be phased by growth areas to reduce costs and minimize disruption. The preferred network includes approximately 105.9 km of road upgrades and 131 km of new active transportation facilities, all eligible for Development Charges and future capital budgets.” We are going to pay better attention to this going forward:  proactive, incorporating into budgets.  In same vein there is attention to public transit; recommendations for changes/increases to YRT are made.

Attachment 5 “gravel Rd. platform analysis” Provides description of the gravel roads and the forcasted impact of paving the road. It’s not clear to me if the indicated increase in traffic assumes that scenario 5 has been executed or is it solely based on going from gravel to paving.  Attachment 6 identifies recommended gravel roads for paving

Attachment 7 is an update to the traffic calming strategy. I am impressed with this update to the 2020 strategy. Opportunities to improve the process and good review of mechanisms for providing traffic calming.

    Debbie: Thank you for the review of the Transportation Master Plan. Should it be an expectation of this Plan to show how the active transportation plan makes use of the existing trail system? I am sorry if I missed maps illustrating such integration. If , indeed there are none & no capital improvements suggested. I am disappointed.

    Debbie – excellent review of a long complex TP doc. We are still concerned that no progress seems to be made in developing with Vaughan and the Province a route for Hwy 413 traffic to get that traffic connected east to the 404.
