Using AMPS for Site Alteration Penalties

On the agenda for the February 26 council meeting there is a staff report recommending that penalties for Site Alteration be administered through the Administrative Monetary Penalty System (AMPS). As reviewed in the report AMPS was initially launched in King in 2023 to manage penalties for parking infractions. Along with expanding the type of penalties it is recommended that early payment of penalties for both parking and site alteration infractions be given a 25% discount and and that late payment will have a 25% late fee. Given the number of complaints about site alteration and the continuing backlog in the courts I can well believe the projected benefits: more efficient for Bylaw staff and more quickly resolving matters.  As reviewed the plan is to expand the scope of bylaw penalties administered through AMPS.
